Plan Review and Approval
What we inspect
Plans prepared by registered design professional when required
We check that your pool's construction plans were prepared by a licensed engineer or architect when the law requires one.
Must be: When required, the pool's plans must be created by a state-licensed design professional and approved by health officials before building begins.
If it fails: If plans were never sealed by a licensed professional, have one review and certify the existing pool design.

Construction by licensed swimming pool contractor when required
We check that your pool was built by a properly licensed pool contractor when licensing is required.
Must be: When required, the pool must be built by a contractor licensed by the North Carolina Licensing Board for General Contractors.

We check that at least two complete, properly sized sets of plans were submitted to the health department for review.

If it fails: If these documents were never provided, ask the original contractor for as-built drawings and equipment manuals.

Public Swimming Pool Operation Permits
What we inspect
Valid operation permit required to open or continue operating
We check that the pool has a current, valid operating permit.
Must be: The pool must have a valid operating permit issued by the health department before it opens or continues operating.
If it fails: Contact the local health department to apply for or renew the pool's operating permit.

We check that the pool's operating permit hasn't expired.
Must be: The operating permit is valid for no more than 12 months and must be renewed after that.

We check that the pool has documentation on file showing it meets drain safety requirements.

If it fails: Have a licensed pool professional evaluate the drain covers and submit compliance documentation to the health department.

We check that the pool's water supply and connected fixtures, like fountains, sinks, toilets, and showers, meet safe drinking-water standards.
Must be: The water supply must meet state potable water rules or come from an approved public water system.
If it fails: Have the water supply tested and, if needed, connect it to an approved public water source.

Water distribution system must be protected against backflow
We check that the water filling the pool can't be siphoned back into the drinking water supply.
Must be: Water entering the pool must pass through an approved backflow-prevention device, such as an air gap or vacuum breaker.
If it fails: Install an approved backflow preventer, such as an air gap or vacuum breaker, on the fill line.

We check that any over-the-rim fill spout is shielded and has no sharp edges.
Must be: An over-the-rim spout must be shielded so it isn't a hazard, and its open end must have no sharp edges.

Sewage Systems and Other Wastewater Disposal
What we inspect
Sewage must be disposed via public sewer or approved sanitary system
We check that the pool facility's sewage is properly disposed of through a public sewer or approved septic system.
Must be: Sewage must go to a public sewer system, or, if none is available, an approved septic system.

No direct physical connection permitted between sewer system and pool drains
We check that the pool's drains aren't directly connected to the sewer system.
Must be: There must be no direct pipe connection between the sewer system and any pool or circulation drain.
If it fails: Have a licensed plumber disconnect any direct link and route drainage through an approved air gap.

We check that pool overflow and filter discharge water passes through an air gap before reaching the sewer or storm drain.

Pool materials must be inert, watertight and smooth; vinyl liners prohibited
We check that the pool shell is built from durable, watertight, easy-to-clean material rather than a thin vinyl liner.
Must be: The pool must be built of sturdy, non-toxic, watertight material with a smooth surface; standard vinyl liners aren't allowed.

We check that the pool structure is built to handle the stress of being both full and empty.
Must be: The pool must be engineered to safely withstand the loads of being full of water and being empty.

Hydrostatic relief valve required for in-ground pools extending more than 2 ft below grade
We check for a hydrostatic relief valve, or equivalent drainage system, on in-ground pools built well below grade.
Must be: In-ground pools that sit more than 2 feet below the surrounding ground must have a hydrostatic relief valve or a gravity drainage system.
If it fails: Have a licensed contractor install a hydrostatic relief valve or gravity drainage system.

We check that water circulates fully through every part of the pool, with no dead spots.
