Safety Barrier Guidelines for Home Pools

Guideline 1

Barrier Height (48 in Minimum)

The top of the barrier should be at least 48 inches above the surface measured on the side of the barrier which faces away from the swimming pool (figure 1).

What we inspect

Barrier top at least 48 inches above grade

We measure the height of the pool fence or barrier from the ground.

Must be: The barrier should be at least 48 inches tall, measured from the outside ground level (some localities require 60 inches).

If it fails: Add fence extensions or replace short sections so the entire barrier reaches at least 48 inches.

Guideline 2

Bottom Clearance (4 in Maximum)

The maximum vertical clearance between the surface and the bottom of the barrier should be 4 inches measured on the side of the barrier which faces away from the swimming pool. In the case of a non-solid surface, grass or pebbles, the distance should be reduced to 2 inches, and 1 inch for removable mesh fences (figures 1 and 10).

What we inspect

We measure the gap between the bottom of the fence and a hard surface like a patio or deck.

Must be: The gap under the barrier on a solid surface should be no more than 4 inches.

If it fails: Add a bottom rail, skirting, or fill material to close any gap larger than 4 inches.

What we inspect

Max 2 in clearance under barrier on grass/gravel

We measure the gap between the bottom of the fence and the ground where it sits on grass or gravel.

Must be: The gap under the barrier on grass or gravel should be no more than 2 inches.

If it fails: Lower the fence, add a bottom rail, or grade the ground so the gap doesn't exceed 2 inches.

What we inspect

Max 1 in clearance under removable mesh fence

We measure the gap between the bottom of a removable mesh pool fence and the deck or ground.

Must be: The bottom of a mesh fence should be no more than 1 inch above the surface it's installed on.

If it fails: Adjust or lower the mesh fence panels so the bottom gap doesn't exceed 1 inch.

Guideline 3

Above-ground Pools (barrier on Pool Structure)

Where the top of the pool structure is above grade or surface, such as an above ground pool, the barrier may be at ground level, such as the pool structure, or mounted on top of the pool structure. Where the barrier is mounted on top of the pool structure, the maximum vertical clearance between the top of the pool structure and the bottom of the barrier should be 4 inches (figure 9).

What we inspect

Max 4 in gap between above-ground pool top and barrier mounted on it

We measure the gap between the top edge of an above-ground pool and a fence mounted on top of it.

Must be: The gap between the top of the pool wall and the barrier above it should be no more than 4 inches.

If it fails: Add spacers, panels, or a rail to close any gap wider than 4 inches.

Guideline 4

Opening Size (4-inch Diameter Sphere)

Openings in the barrier should not allow passage of a 4-inch diameter sphere (figure 11).

What we inspect

No barrier opening may pass a 4 in diameter sphere

We check whether a 4-inch ball could pass through any opening in the pool barrier.

Must be: No opening in the barrier should be large enough to let a 4-inch diameter object pass through.

If it fails: Add mesh, slats, or narrower pickets to close any opening wide enough to pass a 4-inch ball.

Guideline 5

Solid Barriers (masonry/stone Walls)

Solid barriers, which do not have openings, such as a masonry or stone wall, should not contain indentations or protrusions except for normal construction tolerances and tooled masonry joints (figure 2).

What we inspect

Solid barriers must be free of indentations or protrusions usable as footholds

We look over solid barriers, like a masonry wall, for ledges, gaps, or bumps a child could use to climb.

Must be: A solid wall barrier should have no footholds or handholds beyond normal construction texture and mortar joints.

If it fails: Smooth or fill in any decorative ledges or protrusions that could be used to climb the wall.

Guideline 6

Horizontal and Vertical Members (rail Placement)

Where the barrier is composed of horizontal and vertical members and the distance between the bottom and top horizontal members is less than 45 inches, the horizontal members should be located on the swimming pool side of the fence (figure 3).

What we inspect

Horizontal fence members must face pool side when spaced under 45 in apart

We check the fence design to see whether horizontal rails are on the pool side and how far apart the pickets are.

Must be: If horizontal rails are less than 45 inches apart, they must face the pool side, and picket gaps should be no more than 1.75 inches.

If it fails: Reposition horizontal rails to the pool-facing side, or add pickets to narrow gaps to 1.75 inches.

What we inspect

Vertical fence member spacing max 4 in when horizontal members are 45+ in apart

We check the spacing between the fence's vertical pickets, and the placement of the horizontal rails.

Must be: If horizontal rails are 45 inches or more apart, picket gaps should be no more than 4 inches (1.75 inches for decorative cutouts).

If it fails: Add pickets or panels to narrow any picket gap wider than 4 inches.

Guideline 7

Vertical Member Spacing (1¾ in Maximum)

Spacing between vertical members should not exceed 1¾ inches in width. Where there are decorative cutouts, spacing within the cutouts should not exceed 1¾ inches in width (figure 4).
Guideline 8

Chain Link Fence Mesh Size

Maximum mesh size for chain link fences should not exceed 1¼ inch square unless the fence is provided with slats fastened at the top or the bottom which reduce the openings to no more than 1¾ inches (figures 5 and 6).

What we inspect

Chain-link fence mesh openings max 1.25 in square (or 1.75 in with slats)

We check the size of the openings in a chain-link pool fence, and whether slats are used to reduce them.

Must be: Chain-link mesh openings should be no more than 1.25 inches square, or 1.75 inches if slats are added.

If it fails: Add privacy slats or a tighter-weave mesh to shrink openings to 1.25 inches or less.

Guideline 9

Diagonal Members / Lattice Fences

Where the barrier is composed of diagonal members, such as a lattice fence, the maximum opening formed by the diagonal members should be no more than 1¾ inches (figure 7).

What we inspect

Lattice/diagonal-member fence openings max 1.75 in

We check the size of the diamond-shaped openings in a lattice-style fence.

Must be: Lattice openings should be no more than 1.75 inches across.

If it fails: Add a liner or replace the lattice with a tighter pattern to shrink openings to 1.75 inches or less.

Guideline 10

Access Gates (self-closing, Self-latching)

Access gates to the pool should be equipped with a locking device. Pedestrian access gates should open outward, away from the pool, and should be self-closing and have a self-latching device (figure 12). Gates other than pedestrian access gates should have a self-latching device. Where the release mechanism of the self-latching device is located less than 54 inches from the bottom of the gate,

What we inspect

All access gates locking; pedestrian gates swing outward, self-close, self-latch

We check that pool gates lock, swing away from the pool, and close and latch themselves automatically.

Must be: Gates should have a working lock, swing outward away from the pool, and close and latch on their own.

If it fails: Install a self-closing hinge and self-latching mechanism, and confirm the gate swings away from the pool.

What we inspect

Latch release mechanism at least 3 in below gate top when mounted under 54 in high

We check where the gate latch's release button or lever sits relative to the top of the gate.

Must be: If the latch sits below 54 inches high, its release should be on the pool side, at least 3 inches below the gate's top edge.

If it fails: Relocate the latch release to the pool-facing side, at least 3 inches below the top of the gate.

What we inspect

No opening greater than 0.5 in within 18 in of the gate latch release

We check for any gaps near the gate latch that a child's arm could reach through to release it.

Must be: There should be no opening larger than 0.5 inch within 18 inches of the latch release.

If it fails: Close gaps near the latch with extra mesh, panels, or trim so nothing wider than 0.5 inch remains.

(a) the release mechanism should be located on the pool side of the gate at least 3 inches below the top of the gate and
(b) the gate and barrier should have no opening greater than ½ inch within 18 inches of the release mechanism (figure 13).
Guideline 11

Dwelling Wall as Part of the Barrier

Where a wall of a dwelling serves as part of the barrier, one of the following should apply:

What we inspect

House wall serving as pool barrier needs door alarm, safety cover, or equivalent

We check that any door leading from the house directly to the pool has an alarm, a safety cover, or another equal safeguard.

Must be: Every house door with direct pool access needs a door alarm, a certified safety cover, or an equivalent protective measure.

If it fails: Install a door alarm on any unprotected pool-access door, or add a certified pool safety cover.

(a) All doors with direct access to the pool through that wall should be equipped with an alarm which produces an audible warning when the door and its screen, if present, are opened. Alarms should meet the requirements of UL 2017 General-Purpose Signaling Devices and Systems, Section 77. For more details on alarms, see page 13.
(b) The pool should be equipped with a power safety cover which complies with ASTM F1346-91 listed below.
(c) Other means of protection, such as self-closing doors with self-latching devices, are acceptable so long as the degree of protection afforded is not less than the protection afforded by (a) or (b) described above.
Guideline 12

Above-ground Pool Access (ladder or Steps)

Where an above ground pool structure is used as a barrier or where the barrier is mounted on top of the pool structure, and the means of access is a ladder or steps (figure 8a), then

What we inspect

Above-ground pool access ladder/steps must be secured, locked, removed, or barrier-enclosed

We check whether the ladder or steps to an above-ground pool can be locked, removed, or are enclosed by their own barrier.

Must be: The ladder or steps must be lockable, removable, or fenced off, and any resulting gap must not pass a 4-inch ball.

If it fails: Add a locking ladder barrier or a removable ladder so it can't be used unsupervised.

(a) the ladder to the pool or steps should be capable of being secured, locked or removed to prevent access (figure 8b), or
(b) the ladder or steps should be surrounded by a barrier (figure 8c). When the ladder or steps are secured, locked, or removed, any opening created should not allow the passage of a 4 inch diameter sphere.

Additional inspection points

What we inspect

Door alarm sound >=85 dBA, sustained >=30 sec, starting within 7 sec of opening

We test the door alarm to confirm it sounds quickly, loudly, and long enough, and can be safely reset by adults.

Must be: The alarm must sound within 7 seconds of the door opening, stay on for at least 30 seconds, and be at least 85 decibels.

If it fails: Replace a weak or slow door alarm with one meeting these timing and volume specs.

What we inspect

Power safety pool covers must conform to ASTM F1346-91

We check that any powered safety pool cover used as part of the barrier meets the recognized safety standard.

Must be: A power safety cover used as a barrier must be certified to the ASTM F1346-91 standard.

If it fails: Replace a non-certified cover with one labeled as meeting ASTM F1346-91.

What we inspect

Mesh fence support posts embedded >=3 in below grade, spaced <=40 in apart

We check how deep the mesh fence's support posts are set in the ground and how far apart they're spaced.

Must be: Support posts should be set at least 3 inches below grade and spaced no more than 40 inches apart.

If it fails: Reset shallow posts to at least 3 inches deep, or add posts to close gaps wider than 40 inches.

What we inspect

No pet door should open directly onto the pool area

We check whether there's a pet door that opens directly toward the pool area.

Must be: A pet door should not lead directly to the pool or backyard water area.

If it fails: Add an isolation fence around the pet door, or relocate the pet door away from the pool.

What we inspect

Walls enclosing an indoor pool should function as the pool safety barrier

We check that the walls surrounding an indoor pool are set up with the same safety features as an outdoor pool barrier.

Must be: Walls around an indoor pool should include the same door alarms, covers, or equivalent safeguards as an outdoor barrier wall.

If it fails: Add door alarms or a safety cover to any indoor pool wall that lacks them.

What we inspect

Residential pool/spa owners should also install anti-entrapment drain covers

We check whether your residential pool or spa has anti-entrapment drain covers, even though it's not federally required.

Must be: It's recommended that residential drains use anti-entrapment covers, matching the standard required for public pools.

If it fails: Upgrade to certified anti-entrapment drain covers for extra child-safety protection.
