Suction Outlets & Entrapment

What we inspect

Critical

Submerged suction outlets meet ANSI/APSP/ICC-16 2017; single drains protected

We check that underwater drain covers meet current safety standards and that a single drain is properly protected.

Must be: All submerged drain outlets must use approved anti-entrapment covers, and a pool with a single drain must have added protection against suction entrapment.

If it fails: Replace outdated drain covers with current safety-rated covers and add a secondary anti-entrapment device if you only have one drain.

EHS 3960 Item 6

What we inspect

SVRS required for closely-spaced dual drains or a single blockable drain

We check whether your pool needs a Safety Vacuum Release System (SVRS) based on your drain setup, and that it's tested and documented.

Must be: An SVRS is required if two drains are closer than 3 feet apart, or if there is a single drain that could be blocked; it must be tested regularly with results recorded.

If it fails: Have a licensed installer add and test an SVRS if your drain spacing requires one.

What we inspect

Daily visual check of drains recorded on the monthly log

We check that a daily visual inspection of the pool drains is recorded on the log.

Must be: Drains must be visually checked and noted on the daily log alongside the water chemistry readings.

If it fails: Add a drain-check column to your daily log sheet.

What we inspect

Record main drain cover/grate data including VGBA approval year and expiration

We check that the main drain cover's approval standard, ratings, and expiration date are documented.

Must be: The data sheet must record the number and spacing of main drains, the cover manufacturer and model, its approval year, flow rating, mounting location, install date, and expiration date.

If it fails: Replace an expired or unrated drain cover with a currently approved one and update the records.

What we inspect

Record SVRS manufacturer/model and demonstrate effectiveness at permitting

We check that the SVRS manufacturer, model, and last test date are documented, and that the system can be shown to work.

Must be: The data sheet must record the SVRS manufacturer, model, and last test date, and the system must be demonstrated as working during inspection.

What we inspect

Vacuum line cover type must meet installation-date requirements

We check which type of vacuum line cover is installed and whether it matches the rules for its installation date.

Must be: Vacuum lines installed after May 1, 2010 need a self-closing, self-latching cover that requires a tool to open; older lines need a protective cover; pools with no vacuum line need none.

If it fails: Replace an older vacuum line cover with a self-closing, self-latching, tool-required cover if it doesn't meet current standards.

What we inspect

Single unblockable drain OK; multi-drain piping after T must match

We check your pool's drain configuration and, if there are multiple drains, whether the connecting piping is set up evenly.

Must be: A single unblockable drain is fine on its own; if there are multiple drains, the piping connecting them must be balanced on both sides.

If it fails: Have a licensed pool contractor re-plumb the drain piping so it's evenly balanced between drains.

What we inspect

Skimmer equalizer line may be disabled in place instead of removed

We check whether your pool's skimmer equalizer line has been properly disabled, if applicable.

Must be: If a compliant drain cover can't be found for the equalizer line, disabling the line in place, rather than removing it, is an acceptable fix.

What we inspect

Skimmer equalizer lines are prohibited on new construction

We check whether your newly built pool has a skimmer equalizer line.

Must be: New pool construction is not allowed to include a skimmer equalizer line.

If it fails: Have a licensed pool contractor permanently remove or cap the equalizer line.

What we inspect

Drain-cover requirement covers the full SOFA assembly, not just the grate

We inspect your pool drain's entire mounting assembly, not just the visible grate.

Must be: The full drain cover assembly, including every part that attaches the grate to the pool and its plumbing, must be installed and in good condition, not just the grate itself.

If it fails: Have a licensed contractor install the complete certified drain cover assembly per the manufacturer's instructions.

What we inspect

Submerged suction outlets prohibited in new-construction wading pools

We check whether your wading pool has a submerged suction outlet.

Must be: New wading pools cannot have a submerged suction outlet; existing wading pools may keep one unless the pool is later remodeled, at which point the outlet must be disabled or converted to a return-only fitting.

What we inspect

Operator must test installed SVRS per manufacturer methodology and frequency

We check whether your pool operator has tested the installed Suction Vacuum Release System (SVRS) and documented the results.

Must be: The SVRS must be tested as often, and in the way, the manufacturer specifies, with results written into your pool's maintenance records.

If it fails: Test the SVRS following the manufacturer's instructions and log the results in your maintenance records.

What we inspect

New or replaced SVRS must include a shut-off valve if manufacturer-recommended

We check whether a newly installed or replaced SVRS includes a shut-off valve, if the manufacturer requires one.

Must be: A new or replacement SVRS must include a shut-off valve whenever the manufacturer recommends one.

If it fails: Have a licensed contractor add the manufacturer-recommended shut-off valve.

What we inspect

Flow-reduction gauge/meter photos must be taken within 2 hours of backwashing

We check that your flow-reduction gauge or meter photos were taken within two hours of backwashing or changing the filter.

Must be: Photos documenting flow-reduction readings must be taken within two hours of backwashing or replacing the filter.

If it fails: Retake the gauge or meter photos within two hours of your next backwash or filter change.

What we inspect

Flow-reduction measurement is one-time, not an annual requirement

We check whether your pool's flow-reduction measurement is still valid or needs to be redone.

Must be: A flow-reduction measurement only needs to be repeated if the pump or suction piping has changed since it was last measured.

What we inspect

Ongoing flow meter after a flow reduction must be accurate to at least 10%

We check that your pool has a working return-line flow meter after a flow reduction was performed.

Must be: A pool that has had its flow reduced must have a return-line flow meter accurate to within 10%, so its flow can keep being checked against the drain cover's rating.

If it fails: Install a properly rated flow meter, accurate to within 10%, on the return water line.

What we inspect

Initial flow reduction needs 5%-accurate meter or verified TDH

We check how your pool's initial flow reduction was measured and verified.

Must be: The flow reduction must be confirmed using the pump's performance curve, verified head-loss calculations, gauge-based pressure measurements, or a flow meter accurate to within 5%, properly photographed.

What we inspect

Skimmer valves may close in flow-reduction test; outlet valves stay open

We check how the valves were set when your pool's flow-reduction test was performed.

Must be: Valves feeding submerged drains must stay fully open during the test; skimmer valves may be closed unless doing so risks damaging an older pool's pump, in which case all valves must stay open both during the test and in normal operation.

What we inspect

For 2025, flow-reduction determinations may use a 10%-accurate meter

We check what accuracy standard was used for your pool's flow-reduction measurement.

Must be: For 2025, a flow meter accurate to within 10% is acceptable for flow-reduction measurements, as long as it's properly sized and installed per the manufacturer's specs.

What we inspect

No added margin of error required when using a 10%-accurate flow-reduction meter

We check how your pool's flow-reduction measurement was calculated when a 10%-accurate meter was used.

Must be: When a 10%-accurate meter is used, the measured flow rate can be used as-is, with no need to add extra margin for the meter's potential error.

Interior Surfaces & Structure

What we inspect

Pool walls and floor clean and in good repair

We check the pool's walls and floor for cleanliness and damage.

Must be: The walls and floor must be clean, free of debris, and free of cracks or other damage.

What we inspect

Depth markings and no-diving markers visible and properly located

We check that depth markers and no-diving signs are visible and placed in the right spots.

Must be: Depth markings and no-diving signs must be clearly visible and located where required around the pool.

What we inspect

Safety ropes with floats provided at shallow-area breakpoints

We check for a safety rope with floats where the pool floor slopes from shallow to deep.

Must be: A floating rope with contrasting-colored floats must mark the point where the pool bottom's slope changes.

If it fails: Install a rope-and-float line across the pool at the slope break, using floats in a contrasting color.

What we inspect

Diving equipment, ladders, steps, and handrails properly placed

We check that diving equipment, ladders, steps, and handrails are positioned correctly and undamaged.

Must be: Diving equipment, ladders, steps, and handrails must be properly placed and free of damage.

What we inspect

Contrasting band provided on steps and benches

We check for a visible contrasting-color stripe on the pool steps and benches.

Must be: Steps and benches must have a contrasting-colored band marking their edge.

If it fails: Paint or apply a contrasting-colored strip along the edge of each step and bench.

EHS 3960 Item 13

What we inspect

Depth markings placed at required locations, no more than 25 ft apart

We check the placement and spacing of depth markings around the pool.

Must be: Depth markings must appear at the maximum and minimum depth points and at the slope change, spaced no more than 25 feet apart.

If it fails: Add depth markers wherever the spacing exceeds 25 feet or a required location is missing one.

What we inspect

Depth marking numerals at least 4 inches high, contrasting, labeled feet/ft

We check the size, color, and wording of the depth marking numerals.

Must be: Depth numerals must be at least 4 inches tall, in a color that contrasts with the background, slip-resistant, and labeled "feet" or "ft".

If it fails: Replace undersized or unlabeled depth markers with ones that meet the height and labeling standard.

What we inspect

"No Diving" markers placed where water is less than 5 feet deep, 25 ft spacing

We check that "No Diving" markers are spaced no more than 25 feet apart anywhere the water is less than 5 feet deep.

Must be: Markers must appear at least every 25 feet in a color that contrasts with the deck.

What we inspect

"No Diving" wording at least 4 inches high, or international symbol

We check the size and style of your "No Diving" markings.

Must be: Letters must be at least 4 inches high, or you can use a 6-by-6-inch red-and-black international no-diving symbol on a white background.

Circulation & Plumbing

What we inspect

Surface skimmers or gutters clean and functioning

We check that skimmers or gutters are clean and working correctly.

Must be: Skimmers (baskets, weirs, and covers) or gutters must be clean, undamaged, and free of floating debris.

If it fails: Empty and rinse skimmer baskets regularly and repair or replace any cracked skimmer parts.

What we inspect

Inlets and other fittings in place and in good repair

We check that water inlet fittings and other pool fittings are installed and undamaged.

Must be: All inlets and fittings must be securely in place and in good condition.

What we inspect

Spa timer working properly

We test the spa's timer to confirm it turns the equipment on and off properly.

Must be: The spa timer must operate correctly.

If it fails: Have a pool technician repair or replace a malfunctioning spa timer.

EHS 3960 Item 14

What we inspect

Approved pump, filter, and flow meter operating properly

We check that the pump, filter, and flow meter are approved equipment and running correctly.

Must be: The pump, filter, and flow meter must all be approved types and functioning properly.

If it fails: Service or replace a malfunctioning pump, filter, or flow meter.

What we inspect

Valves and pipes identified by color codes or labels

We check that valves and pipes in the equipment area are labeled or color-coded.

Must be: Valves and pipes must be marked with color codes or labels identifying their function.

If it fails: Label or color-code any unmarked valves and pipes in the equipment room.

EHS 3960 Item 26

What we inspect

2016 memo: assume 65-ft TDH to estimate suction-pipe design flow rate

We check how the suction pipe sizing for your pool's pump system was calculated.

Must be: Suction pipe sizing may be estimated using a standard assumed head loss of 65 feet, rather than requiring a custom calculation for every pool.

What we inspect

NSF Standard 50 equipment certification is acceptable from labs other than NSF

We check that your pool equipment is certified to the required safety standard, even if it isn't listed on NSF's website.

Must be: Equipment must be certified to NSF/ANSI Standard 50 by a recognized testing lab such as NSF, UL, Intertek, or IAPMO — being listed on NSF's website isn't required.

If it fails: Ask the manufacturer for documentation showing third-party certification to NSF/ANSI Standard 50.

What we inspect

New-construction suction/return piping must be minimum Schedule 40 PVC

We check the material and rating of your pool's suction and return piping.

Must be: Piping in newly built pools must be plastic piping rated at least Schedule 40 PVC.

If it fails: Replace any piping made from a lighter-rated or non-compliant material with Schedule 40 PVC or better.

Circulation piping must be free of visible water leaks

We inspect your pool's suction and return piping for visible leaks.

Must be: All circulation piping must be free of visible water leaks.

If it fails: Locate and repair the leaking pipe or fitting.

Color-coded pipes/valves require a legend explaining the code

We check whether your pool's pipes and valves are labeled or color-coded, and if color-coded, whether a legend is posted.

Must be: If pipes and valves use color coding instead of text labels, a legend explaining what each color means must be posted nearby.

If it fails: Post a legend near the equipment showing what each pipe or valve color means.

What we inspect

Flow meter must read across the full turnover-to-maximum flow range

We check that your pool's flow meter can measure across the full range your system needs.

Must be: The flow meter must be able to read anywhere from your pool's normal turnover rate up to the maximum flow rate your pipe size allows.

If it fails: Replace the flow meter with one rated for your system's full flow range.

Turnover-verification flow meter must be accurate to at least 10%

We check the accuracy rating of the flow meter used to verify your pool's turnover rate.

Must be: The flow meter must be accurate to within 10%.

If it fails: Replace the flow meter with one certified accurate to within 10% or better.

All pump horsepower sizes now require NSF Standard 50 certification

We check that your pool pump, regardless of its size, is certified to the required safety standard.

Must be: Every pump, no matter its horsepower, must be NSF certified or independently verified to meet NSF/ANSI Standard 50.

If it fails: Replace an uncertified pump with one certified to NSF/ANSI Standard 50.

Portable vacuum cleaning equipment is permitted

We check what kind of vacuum cleaning equipment your pool uses.

Must be: Portable vacuum equipment is an acceptable option; a permanently plumbed vacuum system isn't required.

Damaged or missing water return inlets must be replaced

We inspect your pool's water return inlets, the fittings that push water back into the pool, for damage.

Must be: Return inlets must be in place and undamaged.

If it fails: Replace any damaged or missing return inlet fittings.

Safety & Rescue Equipment

What we inspect

Critical

Rescue equipment provided and properly located

We check that rescue equipment, such as a rescue hook and ring buoy, is on hand and easy to reach.

Must be: A body hook and ring buoy with a throw rope (or a lifeguard with a rescue tube) must be present and within easy reach of the pool.

If it fails: Mount a ring buoy with rope and a rescue hook at poolside if one isn't already there.

What we inspect

Critical

Emergency telephone provided

We check that a phone for emergencies is available and accessible at the pool.

Must be: A working telephone for emergency calls must be reachable from the pool area.

If it fails: Install a landline or clearly designate a phone (such as a mounted cell phone) at poolside for emergencies.

What we inspect

Emergency pool phone must be function-tested at every inspection

We test your pool's emergency phone to make sure it works.

Must be: An emergency phone that can call 911 or another emergency service must be present, accessible, and in working order.

If it fails: Repair or replace the phone, or add reliable cell coverage, so it can reach emergency services.

What we inspect

Posted emergency callback number must ring back to the correct pool location

We verify that the emergency phone number posted at your pool rings back to the correct location.

Must be: The posted address and phone number must correctly connect back to your pool when called by emergency responders.

If it fails: Contact your phone provider and 911 dispatch to correct the address and callback number on file.

What we inspect

Missing 911 auto-location data is not by itself grounds for permit action

We note whether 911 dispatch has your pool's location and callback number on file.

Must be: Emergency dispatch should have your pool's address and phone number on record, though missing this alone won't affect your permit.

If it fails: Contact your local 911 center to update your pool's address and phone number in their system.

Safety Barriers, Gates & Alarms

What we inspect

Fence or barrier with self-closing, self-latching gates maintained

We check the pool fence or barrier and confirm the gates close and latch on their own.

Must be: The pool must have a properly built fence or barrier with gates that close and latch automatically.

If it fails: Add or repair self-closing hinges and self-latching hardware on any gate that doesn't close and lock on its own.

What we inspect

Fence/self-closing gates stay maintained even when pool is closed

We check that your pool's fence and self-closing, self-latching gates are still in working order even when the pool is closed.

Must be: The fence and gates must stay properly maintained and functional anytime the fenced area remains accessible to the public, closed sign or not.

If it fails: Repair the fence or gate hardware so it closes and latches on its own.

Gate/door alarm standard is .2528(a)(7)-(8), not conflicting .2537(b)(5)

We check your pool's gates and doors against the current fencing safety standard.

Must be: Gates and doors must meet the current fence and gate safety rule; an older, conflicting alarm requirement from a previous rule no longer applies.

What we inspect

Existing pools may keep old fencing if gates meet .2528(a)(7)-(8)

We check whether your pool's existing fencing predates the current fence rule, and whether the gates meet current standards.

Must be: An older, already-permitted pool can keep its existing fencing as long as its gates and doors meet current requirements; new pools must meet the full current fence rule.

If it fails: Upgrade the gates and doors to self-closing, self-latching hardware even if the rest of the fence is grandfathered.

Decks & Walkways

What we inspect

Decks unobstructed, properly drained, free of trip hazards

We check the pool deck for clutter, standing water, and tripping hazards.

Must be: Decks must be clear of obstructions, drain properly, and be free of trip hazards.

If it fails: Clear deck clutter, fix low spots that pool water, and repair uneven or cracked deck surfaces.

Lighting

What we inspect

Pool and deck lighting provided at pools operating at night

We check that the pool and deck have adequate lighting if the pool is used after dark.

Must be: Pools that operate at night must have working lights over the pool and deck areas.

If it fails: Install or repair pool and deck lighting if the pool stays open after dark.

EHS 3960 Item 21

What we inspect

Night lighting must illuminate main drains and the deck for nighttime use

We check that pool lighting is bright enough to see the main drains and the deck area at night.

Must be: Lighting must clearly illuminate the main drains and keep the entire deck visible whenever the pool is used after dark.

If it fails: Add or upgrade underwater and deck lights until both areas are clearly visible at night.

What we inspect

Pool area must close at dusk if lighting is documented insufficient

We check whether the pool closes at dusk when its lighting has been documented as insufficient for nighttime use.

Must be: If the nighttime lighting check found the lighting insufficient, the pool area must close at dusk.

If it fails: Upgrade pool and deck lighting so the pool can stay open after dark, or plan to close at dusk.

What we inspect

Night-lighting inspection frequency depends on documentation on file

We check your pool's file to see how often a nighttime lighting inspection is required.

Must be: If a completed Night Lighting Documentation Form is on file, a nighttime check is needed only every three years; otherwise it's required every year, and any lighting change triggers a new one.

If it fails: Ask your inspector about completing a Night Lighting Documentation Form so nighttime visits are needed less often.

What we inspect

Pool lights must be turned on and confirmed working during every inspection

We turn on your pool's night lighting to confirm the lights are working.

Must be: Pool lights must turn on and function properly whenever night swimming is part of your permit.

If it fails: Replace any burned-out bulbs or fix wiring problems before the inspection.

Electrical & Bonding

What we inspect

Pump/motor bonding wire must be intact and unspliced before permit issuance

We visually inspect your pump and motor's bonding wire to make sure it's intact and properly connected.

Must be: The bonding wire must be undamaged and securely attached, and the motor's power wire must not be spliced with tape or wire nuts.

If it fails: Have a licensed electrician repair or replace the damaged bonding wire before the inspection can continue.

What we inspect

Reconnected bonding wire needs licensed-electrician inspection first

We confirm that any reconnected bonding wire was inspected by a licensed electrician.

Must be: If the bonding wire has been reconnected, or a new pump installed, a licensed electrician must inspect the work before your pool can be approved.

If it fails: Schedule a licensed electrician to inspect the reconnected wiring before requesting your pool inspection.

Water Quality & Testing

What we inspect

Critical

Water clear enough to see bottom of pool and pool drain

We check that the water is clear enough to see the bottom of the pool and the drain.

Must be: The water must be clear enough that the pool bottom and drain are clearly visible.

If it fails: Shock the pool, run the filter longer, and check your circulation and filtration equipment until the water clears.

EHS 3960 Item 1

What we inspect

Critical

Disinfectant residual within required range

We test the pool water's disinfectant level.

Must be: Free chlorine must be at least 1.0 ppm (or 2.0 ppm where required), bromine at least 2.0 ppm, or biguanide between 30 and 50 ppm.

If it fails: Add the appropriate sanitizer to bring the disinfectant level into the required range.

What we inspect

Critical

Pool water pH between 7.2 and 7.8

We test the pool water's pH level.

Must be: The pH must stay between 7.2 and 7.8.

If it fails: Add pH increaser or decreaser as needed to bring it back into range.

EHS 3960 Item 3

What we inspect

Critical

Heated water temperature within maximum limits

We check the water temperature of your heated pool or spa.

Must be: Heated water must be no hotter than 90°F for a pool or 104°F for a spa.

If it fails: Lower the heater's thermostat setting until the water temperature is within the allowed limit.

EHS 3960 Item 4

What we inspect

Fecal/vomit incident closure and cleanup steps

We check that you know and can follow the proper steps for closing and cleaning the pool after a fecal or vomit accident.

Must be: The pool must be closed immediately, contamination removed with a bucket or net (never a vacuum), and proper chemical treatment completed with filtration running before swimmers return.

If it fails: Keep a dedicated bucket/net and a written response checklist by the pool for these incidents.

We check that the pool stayed closed long enough after a minor accident when treated at a lower chlorine level.

Must be: If chlorine is held at 2 ppm, the pool must stay closed at least 25 to 30 minutes before reopening.

What we inspect

Diarrhea/Cryptosporidium closure time at 10 ppm chlorine

We check that the pool remained closed long enough after a diarrhea or Crypto-risk incident treated at 10 ppm chlorine.

Must be: If chlorine is held at 10 ppm, the pool must stay closed at least 1,530 minutes (about a day and a half) before reopening.
